Public, "Hardworking Joe and Jane" control our government, or do the senators and representatives of Texas take their marching orders from special interest groups like insurance companies, pharmaceutical companies, banks, the Texas Medical Association, and others ? A search in Google for "who controls the government in texas" yields an interesting and thought provoking result. SENATE BILL 1314, shoved through by Chris Harris, a Republican Lawyer from Arlington, in District 9 of Texas, would STRONGLY SUGGEST that special interests give representatives and senators their marching orders and are setting the agenda for bill introduction and formulation. There seems to be no publicly reported incidents of ANY Doctor of Chiropractic (Chiropractors) who has injured ANYONE by the practice of acupuncture in all the years that doctors of Chiropractic in Texas have had the legal right to practice acupuncture, but suddenly, Chris Harris found it very important to get this bill passed, that is, Senate Bill 1314, that if it passed the House, would legally stop Chiropractic Doctors from helping patients by the practice of acupuncture, in spite of the decisions of past Attorneys General of Texas that acupuncture is within the proper scope of practice of Doctors of Acupuncture. "DM-471(RQ-988). Request from Bruce A. Levy, M.D., J.D., Executive Director, Texas State Board of Acupuncture Examiners, P.O. Box 2018, Austin, Texas 78768-2018, regarding whether the performance of acupuncture is within the scope of practice of a licensed Texas chiropractor." . SUMMARY. The practice of acupuncture, as defined by V.T.C.S. article 4495b, is not an "incisive or surgical procedure" excluded from the scope of the practice of chiropractic. The conclusion reached in Attorney General Opinion DM-415..." The bill, SB 1314, already passed through the Texas Senate would allow NON-DOCTORS like NURSE practitioners and physician ASSISTANTS to practice acupuncture, despite the fact that they do not have the extensive training and acupuncture certification that current Chiropractic doctors who practice acupuncture have. So, "quo bene" or "who benefits". Well, it would boost business to Medical Doctors who do acupuncture (or would delegate it to PAs or Nurses) and LAc folks who do acupuncture. It's the same as if Chris Harris suddenly decided it was important that Coca Cola quit making Coke, and passed a law that made it illegal to produce and distribute Coke. Pepsi and others may see a big financial boon from this as more people would shift to other providers of carbonated beverages similar to look and taste to Coke. So, why did Chris Harris do this? I think there needs to be an investigation on why this bill was ever introduced and who benefits from the passage of this bill. Certainly, patients who get benefit from their Doctor of Chiropractic practicing acupuncture on them would be harmed by this bill. Consider the case of SB 1314. Chris Harris, a REPUBLICAN LAWYER from Arlington spent his time ramming home a bill whose only real effect is to try to stop Chiropractic doctors from helping people by practicing acupuncture, though the bill would allow NON-DOCTORS like Physician ASSISTANTS and NURSE practitioners to do acupuncture. Then we have people like Mike "Tuffy" Hamilton, passing HB 4334 in the House, to interfere with MDs and DOs who are operating legal pain management clinics. Also involved in adding to the mess , also trying hard to put more hardships on good, hardworking doctors trying to relieve suffering was the tampering of Tommy Williams of Beaumont, introducing not ONE, BUT THREE bills, namely SB 911 (aptly named because it is a disaster that could harm lots of doctors and patients), as well as associated bills, SB 912, and SB 1281. People should investigate these people to see on whose behalf, they are neglecting real problems, in favor of CAUSING PROBLEMS for hardworking doctors.
